# Is English proficiency based on high school or college instruction? Do I need to submit English proficiency scores if my current college’s instruction is in English?

To meet Penn’s English proficiency requirement, English must either be the applicant’s native language or have been their primary language of instruction for the duration of high school. If neither of these statements are true, transfer applicants will be required to submit TOEFL, IELTS, or Duolingo English Test scores, even if their current college’s instruction is English.
