# Does Penn consider my ability to pay when making admissions decisions?

Penn is need-blind for citizens and permanent residents of the United States, Canada, and Mexico. This means that the University does not make admissions decisions based on your ability to pay. For students admitted with financial need, Penn is committed to meeting 100% of demonstrated need with no-loan financial aid and work study.

Penn is need-aware for international students who are not from Canada and Mexico, which means that Penn does consider availability of financial aid funds in making these admissions decisions. That said, Penn’s commitment to meet 100% of demonstrated need remains the same for international students who are admitted as financial aid recipients.
