Overview

The following policy briefs are the result of a partnership between the Adyan Foundation's (Adyan) Rashad Center for Cultural Governance and the Issam Fares Institute for Public Policy and International Affairs (IFI) at the American University of Beirut. The partnership consists of a project conducted under the name of the Tahawor (تحــاور ) (US Embassy-funded) project, which aims to consolidate values-driven-human-centered reform dynamics. As part of this project, IFI has undertaken three reform-related compacts: economic/fiscal, energy, and social security. Experts were invited to present the challenges and the status of these compacts and engage in interactive discussions with MP staffers to highlight gaps in these policies, recommend reforms, and address challenges upon their implementation.\

First Element: Fiscal Policy Reform

The first element of the Tahawor project - addressing the economic/fiscal compact of reforms - focused on the implementation of fiscal policies to generate revenue and income for state institutions in fairness and transparency. These reforms are essential for laying the groundwork for recovery plans from international financial institutions, and for attracting foreign investments, both of which are fundamental to revitalizing the Lebanese economy.\

Second Element: Energy Policy Reform

The second element of the Tahawor program - addressing the electricity and energy sector compact of reforms - focused on the implementation of structural reforms and policies, from a parliamentarian perspective, to find solutions to the major problems currently being faced.

Furthermore, it addressed the challenges facing oil and gas governance and the current realities of a potential energy transition. These reforms and policies are essential for the sector’s recovery and the development of an institutionalized and transparent system that can provide the services needed. \

\ The third element of the Tahawor Program—addressing the social protection compact of reforms—focused on the implementation of structural reforms and policies from a parliamentarian perspective to find solutions to the major problems being confronted. These reforms and policies are essential for the development of a sustainable and transparent system that can provide the services needed.
