The requirement to ensure the quality of educational activity is stipulated by Article 95.2 of Federal Law No. 273-FZ of 29 December 2012 ’On Education in the Russian Federation’. The criteria and indicators for education quality are established by federal regulatory acts (Order of the Ministry of Education and Science of Russia No. 1547 of 5 December 2014 ’On the Approval of Indicators Characterising the General Criteria for Evaluating the Quality of Educational Activities of Organisations Carrying Out Educational Activities’, and Order of the Ministry of Education and Science of Russia No. 860 of 31 July 2020 ’On the Approval of Indicators Characterising the General Criteria for Evaluating the Quality of Educational Activities of Organisations Carrying Out Educational Activities in Higher Education Programmes’) and by the university’s local regulatory acts.

Education Quality Control
Quality control in education is carried out through monitoring the results of educational programme implementation, internal and external expert review of educational activities, conducting student preparation quality assurance procedures, and the development of measures, such as plans and roadmaps, for the improvement and strategic development of educational programmes.

Internal Expert Review
Internal expert review, evaluation, and monitoring of education quality are conducted in accordance with the Regulations on the Internal Independent Assessment of Education Quality at SPbU and the annual schedule for Internal Quality Assessment (IQA). This process includes the following activities and mechanisms:
Establishing examination boards for conducting students’ interim assessments in disciplines (modules) and practical training, as well as final state certification, with the inclusion of representatives from organisations and enterprises relevant to the educational programme’s focus
- Expert review and evaluation of assessment materials used during interim assessments, including with the involvement of employer representatives relevant to the educational programme
- Conducting initial screening of students’ preparedness levels at the beginning of disciplines (modules) or practical training
- Assessing the level of competency formation from previously studied disciplines (modules) among students on educational programmes (monitoring of ’retained knowledge’)
- Checking students’ course projects and final qualification works for improper borrowing (plagiarism screening)
- Creating digital portfolios for students
- Developing portfolios of individual professional achievements for academic staff and organising monitoring of academic staff qualification levels
- Holding teaching excellence competitions among educators within educational programmes, as well as student olympiads and competitions aligned with the educational programme’s profile
- Monitoring indicators of internal programme evaluation (self-assessment of educational programmes)
The Centre for Education Quality Monitoring conducts surveys of:
- Students and teaching staff on their satisfaction with the learning conditions and the quality of teaching provision within their educational programme
- Students on the quality of teaching and the organisation of the educational process
- Graduates on the quality of the education they received and their subsequent career progression
- Employers on the quality of education demonstrated by graduates from SPbU’s educational programmes
