You will apply as an international applicant if:

1) You require a visa to study in the United States\ OR\ 2) You will graduate from a high school outside of the United States

Please note:\ A US citizen or permanent resident who currently lives and studies outside the US is considered a domestic applicant with foreign credentials but will still be required to provide proof of English Proficiency
