**COURSE 1: The European Union: Legal History and Institutions (3 Modules)**
**Dates Offered:** February 26 – May 25, 2023 (22 hours, 7 weeks)
**Certification:** Certificate of Completion (upon completing all three modules)
**Fee:**Free for eligible QU students.
**Who can attend?**: Open to (1) all QU law students who have completed 30 credit hours, and (2) upon approval, QU non-law undergraduate students who have completed 30 credit hours.

**Module 1: Legal History of the European Union** (9 hours, 3 weeks)

**Description:**The course introduces students to the history of the European Union and its most important treaties, including the first treaty, which established the European Economic Community (EEC), the Single European Act, the Treaty of Maastricht, the Treaty of Amsterdam, the Treaty of Nice and the Treaty of Lisbon.

**Module 2: European Institutions (9 hours, 3 weeks)**

**Schedule:**April 30 –May 18, 2023 (Every Tuesday, Thursday; 5pm-6:30pm)
**Description:**The course will focus on the European Union’s most important institutions and bodies, which help the European Union with its functions. Students will explore how member states delegate some of their decision-making powers to these and bodies. The course will focus, inter alia, on the following institutions: the European Commission, the European Parliament, the Council of the European Union, the European Court of Justice, the European Ombudsman, the Committee of Regions and the European Central Bank. Special emphasis will be places on the legislative process and the role played by the different institutions.

**Module 3: Policy Brief Writing (4 hours, 1 week)**

Seminars are intended to equip students with practical skills and help them prepare concise summaries of information that can help readers understand, and likely make decisions about, government policies. Every semester, the best 3 policy briefs prepared by our students will be uploaded on the Jean Monnet Module website.

**Description:**The course will introduce students to European environmental law, covering the following areas: nature and biodiversity, integrated pollution control, waste management, air and water pollution, noise pollution, environmental impact assessment and genetically modified organisms. The role on the European Union in multilateral treaty negotiations will be highlighted. In addition, students will have the opportunity to focus on related cases before the European Court of Justice.

**Description:**The course will introduce students to European Union law focusing on the promotion and protection of human rights. Particular emphasis will be placed on the European Union Charter of Fundamental Rights – which sets out the fundamental rights and freedoms recognised by the European Union – and its implementation. In addition students will have the opportunity to explore the relationship between the European Court of Justice and the European Court of Human Rights (Council of Europe) in this field.
