Dr. Khalid Al Kuwari is a distinguished legal professional with over two decades of experience in national and international law, institutional governance, and higher education policy. Since 2006, Dr. Al Kuwari has played a pivotal role in the legal unit of Qatar Foundation’s Board Management Office (BMO), actively contributing to the institution’s strategic development prior to the establishment of the General Counsel’s Office. Through active participation in Board of Directors meetings, Dr. Al Kuwari has provided legal and policy insights that have been instrumental in shaping the institution’s long-term vision, particularly in the areas of research expansion and the establishment of universities committed to academic excellence.

Beyond institutional governance, Dr. Al Kuwari possesses significant expertise in international law and diplomacy, having served as a representative in negotiating and implementing international treaties at the United Nations. This experience has equipped Dr. Al Kuwari with a comprehensive understanding of global legal frameworks and best practices in regulatory compliance, making a profound impact on international research collaborations and institutional legal policies.
