The MRC Policy Briefs are original policy papers based on cuttingedge research and analysis, which aim to inform Australia's policy response to emerging political, economic, and humanitarian issues in Myanmar.
We are pleased to publish our first brief, titled *Decentralisation by Force: The United League of Arakan/ Arakan Army's Expansion in Western Myanmar.*
Western Myanmar has undergone a dramatic shift in governance: the United League of Arakan/Arakan Army (ULA/AA) now controls most of Rakhine State and parts of southern Chin, creating Myanmar’s most significant non-state authority by territory. This policy brief explains how the ULA/AA built power, how its governance model is expanding, and the humanitarian and political risks ahead.

The Myanmar Research Centre is comprised of academic specialists, post-doctoral fellows, PhD candidates, postgraduate and undergraduate students, and professional staff. Our members are from a range of academic fields across ANU, and our affiliates are based in other universities in Australia and Myanmar.
