# Infectious Diseases Management Team

The persistence of the COVID-19 pandemic—coupled with the emerging monkeypox disease—continues to pose unique challenges to UCLA and other institutions of higher education. At the onset of COVID-19 in 2020, UC Vice-President Carrie Byington suggested that we must prepare for at least two years of direct pandemic effects, with indirect effects possible after that. The university must continue to manage our COVID-19 response and recovery efforts, with the realization the pandemic and its impact on academic and administrative operations will persist for the foreseeable future.

It has become evident that our world must now learn to “live” with COVID-19. Our challenge is to do so in a manner that not only considers compliance with public health orders and policies, but also attempts to minimize the burdens imposed on society and on people’s social and mental well-being. We must also remain vigilant regarding the risk of other infectious diseases. The impact of these additional diseases remains unclear, but may add complication and warrant layered strategies to comprehensively address these risks for our campus community.

The **Infectious Diseases Management Team (IDMT)** will replace the COVID-19 Response and Recovery Task Force (CRRTF) and the Case Management Team (CMT) effective September 1, 2022. The IDMT is charged with monitoring public health conditions and developing balanced response strategies. The IDMT will consider operational needs, public health and safety, public health orders and protocols, impacts to faculty, staff, and students, and compliance realities in order to determine whether modifications or adjustments to  mitigation strategies are warranted.

Emergency Management Policy Group / Senior Leadership Cabinet
 

## The Charge

The Emergency Management Policy Group (EMPG), primarily comprised of members of Chancellor Block's leadership cabinet, convenes during emergency incidents or crises that impact UCLA facilities or the campus community. The EMPG coordinates with the Emergency Operations Center (EOC) to evaluate the hazards and the potential risk to the safety and well-being of students, faculty, staff, and visitors and then directs the campus communications and response, issuing directives and implementing policies when necessary.

Although the COVID-19 Response and Recovery Task Force (CRRTF) will inform the EMPG and make recommendations regarding the campus response, the EMPG will ultimately make all decisions regarding campus operations. During the pandemic this has been particularly challenging as UCLA's response and any mitigation practices must comply with all state and county public health orders, which are revised frequently in response to local conditions.

**Oversight duties will include, but not be limited to, advising on the following:**

Mitigation strategies for existing and emerging public health diseases that may have significant impacts to the campus community and/or campus operations.

Methods to facilitate teaching, working, and learning in ways that aim to minimize burdens on faculty, staff, and students.

Strategies to transparently manage the periodic easing and reinstating of public health mitigations in line with pivots and/or recommendations made by CDC, CDPH, LACDPH, UCOP, and other relevant institutions/industries.

Incorporating principles of equity and inclusion in response and recovery actions associated with the pandemic and other issues, and addressing such matters in a manner that does not stigmatize or create disparities across our diverse campus community.

Forecasting, to the extent that it is feasible, what sustained challenges and opportunities might exist as pandemic and other infectious disease-related impacts fluctuate.

Consider what ongoing changes to campus practices while maintaining UCLA’s institutional responsibilities for education, research and public service.
