# How to Apply for Military Education Benefits

### VA Chapter Benefits
## [First-Time Recipients at Texas A&M University](#a-first-timerecipientsattexasaampmuniversity-AE9GO-)
1. If the student is a dependent, then the veteran must [transfer the benefit](https://www.va.gov/education/transfer-post-9-11-gi-bill-benefits/) to their dependent.
2. Student must then be admitted to Texas A&M University.
3. Student completes the VA’s [Application for Benefits](https://www.va.gov/education/how-to-apply/) for the appropriate Chapter Benefit.
4. Request to use VA Chapter Benefits for the first time at Texas A&M by doing the following. Students may begin submitting requests to apply for benefits for next Summer or next Fall in March and for next Spring in October.
- Sign into [Howdy](https://howdy.tamu.edu/uPortal/normal/render.uP)
- Search for *Financial Aid Portal*, and follow the link to the portal
- Select the appropriate Academic Year
- Select Helpful Links
- Select Request Veterans’ Education Benefits and then answer the questions that follow.
5. Select the Status page to view and upload the newly requested documents to Scholarships & Financial Aid. For security reasons, our office cannot accept documents via email.
6. Monitor the Status page of the [Financial Aid Portal](http://howdy.tamu.edu) to confirm that each document is received and is complete.
7. Benefit documentation for Fall may be received as early as March 1st, but benefit processing for Fall will not begin until July 1 (as Summer benefit processing will take priority from April through June). Typically, the Request for Certification for VA Chapter Benefits will be processed within 7-14 business days after the following has occurred:
- All required documentation has been received.
- The student has registered for all of their courses for the semester in question.
8. VA Chapter Benefit payments for tuition and fees will apply to the student’s billing account after bills have been generated by [Student Business Services](http://sbs.tamu.edu/) for the semester in question.
## [Required VA Chapter Benefit Documentation for First-Time Recipients](#a-requiredvachapterbenefitdocumentationforfirst-timerecipients-fnea9X)
1. The Request for Certification Form (submitted electronically through the [Financial Aid Portal](http://howdy.tamu.edu)).
2. One of the following:
1. Chapter 31 Recipients – VA Form 28-1905 (from Vocational Rehabilitation Counselor)
- VA Form 28-1905 must also be sent to the book store to receive books.
2. All other VA Chapter Benefit Recipients – Copy of the veteran's Certificate of Eligibility from the VA for the VA Chapter Benefit in question. The veteran must complete the VA’s [Application for Benefits](https://www.va.gov/education/how-to-apply/) (VA Form 22-1990) to receive this form.
3. Request to use VA Chapter Benefits for the first time at Texas A&M by doing the following. Students may begin submitting requests to apply for benefits for next Summer or next Fall in March and for next Spring in October.

4. Copy of DD-214 (Member 4 Copy long form). Must be submitted to the [Office of Admissions](https://admissions.tamu.edu/connect/contact-admissions).
1. Can be ordered from the [National Archives](http://www.archives.gov/veterans/) or printed from [e-benefits](https://www.va.gov/).
2. Document not required for Active Duty Service Members or Reservists who have not received a DD-214 long form.
5. Military Transcript. Must be submitted to the [Office of Admissions](https://admissions.tamu.edu/connect/contact-admissions). Please review the Financial Aid Portal in Howdy to learn how to complete this requirement.
6. [Request for Change of Program or Place of Training](https://www.vba.va.gov/pubs/forms/VBA-22-1995-ARE.pdf). Only required for transfer students who have previously used VA Chapter Benefits at another institution.
## [Renewal Recipients at Texas A&M University](#a-renewalrecipientsattexasaampmuniversity-4DniQd)
Students must electronically renew their VA Chapter Benefits each semester.
1. Register for their courses at Texas A&M University for the semester they wish to renew VA Chapter Benefits.
2. Immediately after registration, Renewal Request for Certification Form for VA Chapter Benefits will appear as a requested document on the Status page of the [Financial Aid Portal](http://howdy.tamu.edu) for the semester in question. However, student must wait 1-2 business days of registration to complete the renewal link.
3. Students should not complete the Renewal Request for Certification Form for VA Chapter Benefits until they have confirmed through [Howdy](https://howdy.tamu.edu/) or with their academic advisor that their courses are counting on their degree plan.
4. Once the student has confirmed all their courses count toward their degree, the student is then able to submit the Request for Certification Form electronically through the [Financial Aid Portal](http://howdy.tamu.edu).
- Students utilizing Chapter 31 must request Scholarships & Financial Aid to complete certification of their benefits each semester. Counselor information is provided to the VA during certification as well as through the transmission of the tuition and fees authorization number.
- VR&E Counselor must upload authorization to Tungsten each semester to cover the required tuition & fees.
- Once the tuition & fees have been provided, we will clear all requirements and certify the student for their Monthly Housing Allowance (MHA).
5. Review the Status page of the [Financial Aid Portal](http://howdy.tamu.edu) to confirm that the form is now “Received – Under Review.”
6. Request for Certification for VA Chapter Benefits will be processed within 7-14 business days after:
- The Request for Certification Form has been received.
- The student has registered for all their courses for the semester in question.
7. VA Chapter Benefit payments for tuition and fees will apply to the student’s billing account after bills have been generated by Student Business Services for the semester in question.

\*Students may begin renewal requests for Spring, Summer, and Fall benefits beginning immediately after registration
**Note for students in Engineering Academies:** Engineering Academy students are considered degree-seeking at the partner community college until full transition to Texas A&M. Courses to be certified must apply to degree plan at the community college in order to qualify for VA benefits, regardless of future applicability to intended TAMU degree.

### The Hazlewood Exemption
## [First-time Recipients at Texas A&M University](#a-first-timerecipientsattexasaampmuniversity-ngTk6U)
1. Register for [Selective Service](https://www.sss.gov/register/) if you meet [Federal requirements for registration](https://www.sss.gov/register/who-needs-to-register/).
2. Be admitted to Texas A&M University.
3. Must be maintaining [SAP Satisfactory Academic Progress](https://aggieonestop.tamu.edu/financial-aid/apply-for-aid/maintaining-eligibility) each semester.
4. Request to use Hazlewood for the first time at Texas A&M by doing the following. Students may begin submitting requests to apply for benefits for next Summer or next Fall in March and for next Spring in October.

- Search for *Financial Aid Portal*, and follow the link to the portal
- Select the appropriate Academic Year
- Select Helpful Links

A completed Hazlewood Act Exemption Application and all required supporting documentation must be received by Scholarships & Financial Aid no later than the last class date of the semester or term to which the exemption applies.

3. Provide proof of dependent relationship (birth certificate, adoption certificate, marriage certificate, tax transcript).
4. Copy of Certificate of Eligibility from the VA in the student's name showing federal benefits have been exhausted. The dependent must complete the VA’s [Application for Benefits](https://www.va.gov/education/how-to-apply/)(Post 9/11 GI Bill® – Transfer of Entitlement recipients – VA Form 22-1990e.
- This form is only required if the veteran has service time after 8/1/2009.
5. Death Certificate (only if the veteran parent is deceased)

### Dependents of Veterans who are 100% Disabled/Unemployable, are Missing in Action, or were Killed in Action

2. Copy of DD-214 (Member 4 Copy long form) or DD1300. Must be submitted to Scholarships & Financial Aid via the Financial Aid portal.

3. VA letter or DD-1300 (Report of Casualty) showing veteran to be one of the following:
- 100% totally and permanently disabled.
- Meets the requirements for individual unemployability according to the VA disability ratings.
- Missing in Action.
- Killed in Action.
- Death was documented as service related.
4. Provide proof of dependent relationship (birth certificate, adoption certificate, marriage certificate, tax transcript).
5. Copy of Certificate of Eligibility from the VA in the student's name showing federal benefits have been exhausted. The dependent must complete the VA’s [Application for Benefits](https://www.va.gov/education/how-to-apply/)(Post 9/11 GI Bill® – Transfer of Entitlement recipients – VA Form 22-1990e.
- This form is only required if the veteran has service time after 9/11/2001.
6. Proof of student's registration for [Selective Service](https://www.sss.gov/register/) if you meet [Federal requirements for registration](https://www.sss.gov/register/who-needs-to-register/).
## [Renewal Recipients at Texas A&M University](#a-renewalrecipientsattexasaampmuniversity-cVMgJM)
Students must apply for Hazlewood each semester. Students must submit one paper Hazlewood Application each academic year, but then can electronically renew Hazlewood for subsequent semesters within the same academic year.
1. Register for your courses at Texas A&M for the semester you wish to renew Hazlewood.
2. Be registered for [Selective Service](https://www.sss.gov/register/) if you meet [Federal requirements for registration](https://www.sss.gov/register/who-needs-to-register/).
3. Within 1-2 business days\*, the Status Page of the Financial Aid Portal will be updated to reflect the Hazlewood documentation required to renew Hazlewood for the semester in question.
4. Monitor the Financial Aid Portal by doing the following:
- Log onto the [Howdy Portal](https://howdy.tamu.edu/)
- Enter the Financial Aid Portal
- Select the appropriate Academic Year
- Select the Status Page
5. Submit the requested document(s) electronically if it is an electronic renewal, or via document upload in the Financial Aid Portal. Fax or mail the documents, if a paper application is required. For security reasons, our office cannot accept documentation via email.
6. Continue to monitor the Status Page of the Financial Aid Portal to confirm that each document is received and is complete.
7. The Hazlewood renewal application will be processed within 7-14 business days of receipt.
8. The Hazlewood Exemption will apply to the student’s billing account after bills have been generated by Student Business Services for the semester in question.

\* Students may request Fall benefits beginning in May
Note: Students in self-supporting programs do not qualify the Hazlewood Exemption (per Texas Education Code Sec. 54.2002/Sec. 54.545). Because these programs are not supported with State funds, students cannot receive any State waivers or exemptions. The following TAMU programs are currently considered self-supporting: School of Law- Distance Education Master of Jurisprudence (M.Jur.) and Master of Laws (LL.M.), Aggie ACHIEVE, programs at the TAMU Washington D.C. site, programs at the Qatar site.\
\
Additionally, students must be fully admitted and degree-seeking to qualify for the Hazlewood Exemption at Texas A&M University. Students enrolled in **Engineering Academies** are considered non-degree seeking and do not qualify for the Hazlewood Exemption until fully transitioned to a College Station engineering major
Priority due dates for document submission
Fall - August 1
Spring – December 1
Summer - May 1
Note: Eligible students have until the last day of a semester to turn in all documentation. Billing dates for charges remain the same.
